Tank Gragas has been hit pretty hard over the recent patches.
Sustainability and Damage reduction both hurt.
He also lacks reliable CC, and his Ult, his only potentially strong CC had it's cooldowns nerfed.
Thus, being played as a mage tank works best.

Do you think gragas is only viable as a mage ? I dont play for very long but I tought that gragas was played as offtank or even tank before? its not viable anymore? why ?
