Good question...a better one would be why didn't it kill them XD. I don't belive so though I haven't exlusivly tested this but, i remember once it didn't kill me and the dude had a mallet...maybe it was just my lack of observation because i was trying to live but, I belive the thing didn't slow me!
The idea of having Frozen Mallet on Garen is for you to Q the target, thus slowing them, and then Judgment afterwards, making sure you can keep up with the enemy.
