Not on EUW. There's regularly ~10 signups, usually one or two people don't show up but you're still far from guaranteed an invite.
What if I'm unsure about signin up ? I'd like to join the next inhouse, but

yeah if you sign up as tentative you're pretty much guaranteed a spot due to a lack of people actually showing up despite signing up and if you can't make it, no harm done. Just make sure you're in the MOBAFire chatroom when the invites go out (around 7:45 CET) and you'll get in.
If there's somehow more people that signed up available than there are spots I will always make sure to rotate everyone around so that everyone gets a chance to play if they want to.
