Heimerdinger is pretty bad in SR.
He is a beast defender in Dominion though. Don't be overly aggressive and people will come to you to die.

Dan Dinh mained him before he got nerfed down to 2 turrets, he doesn't use Heimer nearly as much anymore.
There's another that climbed up to 1800+ ELO maining Heimerdinger - the summoner name escapes me at the moment though.

Yet he used him in last tournament semifinals quite well

I'd say, he is like Poppy, Katarina or Maokai - none of them are bad Champs. But to make them better than other "standard" choices you need to either build a team around them or use them as a counter pick.
Barely any CC on enemy team? --> Katarina
Only 2 real Damage dealers in enemy team? (as in, Amumu Jungle, Singed top, Support bot enemies) --> Poppy (Nuke one Damage dealer away ^^)
??! + ? --> Maokai
??? + Trundle --> Heimerdinger
