She is, well not completely useless, but the team should be build around her to make sure the team still has damage. She doesnt seem suitable as solo top imo except for when the jungler comes to gank, but well... then she might as well be the jungler.

AP Cho is very fun to play and is quite viable. However, he cannot replace a regular ap carry. He is a great candidate for double AP since he is tanky and deals a lot of damage.
He does tons of damage as tanky on hit and is tankier :P
(Has no mana issues, can save spells for their CC instead of using for damage, yada yada)

Really don't know what to think of Irelia atm...
Winter says 'nothing special', Duff even says 'sub par' yet still I've seen so many Irelia's absolutely dominate lately and we (me and my friends) seem to generally have a hard time dealing with her..
Oh and of course if we play her it's a lot harder than it looks when we face her :P (although I have to say none of us play her atm, just talking from experiences in the past)
