Because people think that the early damage from doran's ring will outweigh the healing/mobility you get from boots/pits. IT DOESN'T!

AND don't forget that the boots build into items you will have in your inventory all game, which a dorans doesn't

It would also mean hpreg items are useless, ofc against burst they ARE useless, but ever heard bout the term "harass"?
Example Yesterday:
I was with Akali mid against a Moekaiser, i always start with Boots+3 HP Pots with Akali, ok, before lvl 6 i concentrate mostly on last-hitting, ofc this Morde takes every chance he has to harass me. So im lvl 6 now, popped 2 HP pots and i go for a kill on Morde, i get the kill, but survey with low HP also, without the 400 Extra health that the pots gave me i would have died and the morde survived, it gave me first blood(i was surprised myself that it was FB xD) so i "wasted" 35*3 Gold, but i got 300 Gold(+400) instead of giving the Mordekaiser 300+400 Gold.
EDIT: its also a tactic, at least in HoN, but u could use it in LoL too, because its OVERTIME, u pop the HP pot shortly before the fight, while u fight, u get some extra HP Reg, and it maybe will save ur ***, how often was it that the last tick of ignite killed u, or the last tick of any other dot? Or u alrdy back up, their support flash+autoattacks u and its just enough to kill you.

Yuki, First Blood is not an extra 400 gold, it's 400 gold total. It's 300 for the kill plus 100 for it being first blood, not 300 + 400.

Bad players don't get health pots. Because they don't understand the use of popping one while duking it out with someone. I can't can't count the number of times using a HP pot as I kite or try to escape or even engage that it has helped me out.
Bad players do dumb things, not getting a HP pot is dumb. Not like the extra bit of gold is actually going to help more than being able to sustain in your lane for as long as possible.
