Fiddle moved up due to the recent buffs, Gragas thanks to shueshi, swain imo is a tier 1 champ beacuse he is like a tanky spellcaster. Hour glass on this dude + flash into enemy mid team + ulti = win.
I think he moved shen to tier 3, because he thinks their are more viable tanks now who can do better then shen.
IMO shen is atleast a tier 2 champ, I mean he has a global ulti + aoe taunt.
