NA prefers big team fights. EU prefers small skirmishes (or so I hear).
Cassiopeia's effectiveness goes down as number of present enemies go up.

No, it's because she's a strong pick on EU, and people are realizing that she is the counter to melee champions and anyone who tries to initiate gets counter initiated.
It feels weird reading an NA tier list then thinking "Some of these high tier champions are basically ignored on EU"...
