It's good but flawed... If everyone gets a say in the votes, the troll voters can just +5 themselves, and lower the others who actually do good.

If the troll votes up or down for them selves, it's still net -4, if they down vote everyone but those people get ups from their partners, they still net +4. It would be a modifier to the total, but if everyone was the same, (i.e +5 all around) or (-5) all around then the rank change would act normally. I figured coders could work out the math so it fits into whatever they have programmed already. I would do a ratio comparison to adjust the amount of rank adjustment per Summoner, but leave the total rank adjustment the same for the team as a whole. That's for people better than myself though. I'm a physicist, not a programmer.
Ah i see what you mean there. I didn't mean for them to like directly +1 themselves though, say 2 people go into rank queue together, screw off and purposely feed, then mark everyone down and themselves (eachother) up. Since most likely you would not be allowed to vote for yourself.

easy they wouldn't get to high elo, because they wouldn't win enough to move up. As far as another scenario, what about 4 people who played really well, got super elo, then went around trolling people down? seriously, that wouldn't happen. Regardless you'd still be in a better position than you are now where everyone just loses all possible points because of one troll.

One of the only downsides I can see is that it punishes people a lot more for having off days where they just don't play as well.
Also consider the few really hard ragers that blame everyone else on the team, even though everyone played well.
Still, I imagine that this would be somewhat effective against trolls - about as effective a solution as Riot actually enforcing the reports that people send in.

After the game ends each player must either rank the other players, either from 1-5, or a thumbs up thumbs down. Bad players lose more points, good players gain more points. That will move trolls quickly down into low ranks, and will allow great players to move up even if the team in bad.
This could be coded as a simple multiplier to the rank adjustment, so it shouldn't be terrible to implement. I just thought of that, if a pro reads this feel free to repost in better words/ more eloquently, I think it's a good idea.
