Because it allows you to start off on more even footing. There's probably a post on it over at the Support section. You will never reach 100% and the % rather than amount of up and downvotes that you get will allow you to compete with higher guides (most people sort by score). Uhh... I really can't say too much about it in-depth but that's just the way I understand it works.







Its some complicated math involved, its basically a formula which prevents new guides that get scores like 8/8 to get a 100% score which will make it the best rated... whilst guides like 100/200 will be somewhere in the middle with a 50% score...

yep. I think downvotes should count less though, I mean my Kat guide took like 10 +1s to go from 90% to 91%, and then one, ONE troll vote to go from 91% to 90% >.>

The scores work as a "Weighted Score" system.
You start low, becouse the system MOBA is using is giving penality for guides under specific number of votes. Why? Imagine the amount of 100% scores with 1 vote.
By the time you get more and more votes it will go higher and higher. Also this score is kinda bulletproof for random downvotes.
So NO, DV still should count. If your guide is at 90% it is a good thing that it requires another 10 votes to get you to 91%.

From Wikipedia:
"A Bayesian average is a method of estimating the mean of a population consistent with Bayesian interpretation, where instead of estimating the mean strictly from the available data set, other existing information related to that data set may also be incorporated into the calculation in order to minimize the impact of large deviations, or to assert a default value when the data set is small."
So as people have said before, it takes more votes to get to a higher score depending on how high up you are already, and vice-versa.
