Nah, very few junglers are as reliable as WW. Nocturne gets rather low while jungling and struggles with a sustained route unless you sacrifice some kind of rune/mastery/item build on him. Warwick can literally jungle until 6 without having to recall, then buy Razors and boots, and come back to gank.
Problem with that is, Warwick is a pretty bad ganker until level6.
The laner has to have CC if he ganks before level6, and the target needs to be overextended, which is a pain.
Other junglers like Rammus, Amumu, Shaco, etc., and now Nocturne can gank VERY well at 4~5 which makes them more reliable in the ganking aspect.
It really depnds on your lane-comp, and how well they can do in their lanes.
If they're weaker, early ganks can be vital.
If they're stronger, a jungler can afford to sustain their jungling for a while.
