We're going in circles, I said flat magic pen is good for your early, and probably better than full flat ap unless your enemy has 0 MRes or you're fiddlesticks. Lategame, both are pretty much negligible

dude when u use the spell sorce you will get 10% of all your Ap in 8 sec. and i got 73 AP and im still dont finish with my Rune boock i need 6 runes to be finsih. so i think you can start wit around 77 ap in the start! :o

dual pen reds is better on most AP champions because they pretty much always auto-attack. There are a few champions that I don't think it would better on, but all in all what you're saying is correct: runes should supplement your early game, you can always build what you need in game.

I'm too lazy to do math for Galio and Vladimir, you would first have to calculate whether MR or HP stuff is better instead of AP. And also add masteries that can be taken (for Galio Resistance is nice while for Vladimir you would even have to calculate whether offense or defense tree would give more AP...)
