If you look closely in game you can see it happening pretty easily. They also have 45% Armour Pen. :P

Turrets are not on the map to protect you, they're there to protect the nexus from the incoming minion waves. Seek the turrets less as the up all, end all way to survive in a match and work more on teamwork to punish anyone trying to tower dive you.

If HP is OP, then I suppose Shen, Poppy, DFG, and Madred's (etc...) are all OP counters.
