I wouldnt say its a 1 million to buy...indeed I have heard its rumored to be worth between £800-1000 on ebay but as I said no one has really confirmed or denied its available from the vault like with the others

None of those are actually available anymore. All the Pax skins were only for that year's Pax, and maybe a few yearts after.
Black Alistar, Human Ryze and Silver Kayle were for pre-ordering or buying the physical copy or something.
UFO Corki was for voting for League in a contest a long time ago, I think.
The Riot Squad line has replaced the Pax line, and are likewise only for events. Riot Singed is no longer available to buy at all.

Pax TF is no longer possible to get, Riot disabled all codes for it, so even if you were to purchase it on ebay the code would no longer work
As far as I know you can still turn in codes for Pax Jax and Pax sivir if you happen to get them.
I am unsure if you are capable of getting human ryze, black alistar, or silver kayle; If I remember correctly I think black alistar is the rarest skin.
Some other skins you might not have: Tournament Ryze, Medieval Twitch, Rusted Blitzcrank.

UFO Corki was just given free to those that registered before a date, like Judgement Kayle.
Human Ryze, Black Alistar and Silver Kayle were preorder bonuses. King Rammus was for beta.
Medieval Twitch is for friend referrals.

As you may or may not know I have a massive collection of Skins that I have purchased over the past 2 years (currently its 509) and I know that in a week they will be doing the self mystery skin sale which I am very excited about however I just wanted to find out which one the remain "Legacy skins" are actually available in the vault and which one are lost forever.
I ask you guys because I have asked high and wide but I keep on being given this list and I know some of them are indeed unavailable but some I am not 100% sure about so if you do know please do tell me and I will be very grateful to you all.
I will just list the ones I am not 100% sure about to make it easier
