She's always been able to deal a lot of damage late game, it's just that her 'weakness' early game is no longer 'worth it' looking at the amount of utility she has.

No, Trist has always been a better late game champion than Ashe.
The ONLY reason people brought ashe was for her utility in the form of hawkshot and ulti arrow.

I didn't mean she was the best late game champion in terms of damage, that was and is Tristana without a doubt imo.
I meant that her early game weakness (apart from some strong crits) was 'worth it' looking at the amount of utility she added to a team. That's not really the case atm. Good utility still, but by far not as good as it was.
The thing is, she is only okay in lane, whereas fighting an aggressive lane is really important now (stronger aggressive supports than sustain supports).
Additionally, it's easier to get great CC in other roles. Great CC in an AD carry isn't common and it is by no means necessary. The job of CC'ing the enemy is usually up to the AP carry, the support, the jungler, and the solo top champion. The only role that NEEDS damage and can function at a top tier level with no CC is the AD carry. Being a low-damage, high-CC/utility champion, Ashe makes up for the CC and utility not had in the other roles. In a good team comp, however, this really isn't necessary, and maximum damage is preferred (which Ashe provides the least of out of all the AD carries).
This isn't to say Ashe is bad, per se, but she performs the role of a CC'er, when her role should be heavy damage.

If you're suggesting your team go without a jungle JUST so you can put Ashe in the lane, that's clearly not worth it.
1v2 bot doesn't generally work out too well if the opponents are skilled so.

TL;DR,
Sooo many champions have gap closers and dashes, that Ashe can't kite as well anymore.
Her ult was nerfed.
Higher damage dealers have emerged.

I meant put Ashe with a Sion/Taric/etc. Hell no solo top Ashe. Heellllllll no.

It's counter logical to take a carry with low damage output and load gold into it. In fact to be quite honest she has so much utility she could almost make a decent support right now, using heal as a summoner and hawkshot as a makeshift CV.
Give her top lane with a reliable stun and bullying, and let her farm away. Anyone who can last hit properly will be able to grab Zerker's and IE within a respectable time, and can do serious chip damage/perma-slow. Then again I guess you could use this with any AD carry.
