I'll just say this:
I've never met anyone below 1000 elo that was very good
Everyone I've met above 2000 elo is very good.
It's not a perfect system to judge people, but it's a decent tool/general measure of skill.

I'd say the more ranked they've played the better a measure of skill it is. For instance someone at 1300 ELO who has only played like 12 games doesn't tell you anything, but someone at 1400 elo who has played 200 ranked games can be assumed to be good but not amazing.
You SHOULD lower the requirements to 0 really ( Not that you'd want to accept anyone who's 0 Elo though, lol ). I'm not saying you should accept any **** and Harry that wants to join either, I'm saying that someone who doesn't play ranked very often, and so only has maybe 1300-1400 Elo, might want to join. You play a few games with them and it turns out they're way better than you would have expected them to be and easily has the potential to hit plat if they just played ranked more often. If someone wants to join you should just test them and find out if they're good or not, 'cuz you might be surprised at how good they are.

When you've got yourself a full basic rooster(5 guys, 1 for each role) raise the bar to 1300. Because in a matter of weeks your 1100 crew will be much better than 1100 players(or at least that's how stuff happened with us), everyone pretty rapidly increases in both elo, skill level and general communication. I wouldn't go lower than 1100 for a start though because i've seen quite some terror reigning down there.
