You will encounter trolls, toxicity etc. on every server. It might be easier to face it on EUNE tho because you'd only get some pôlacky kurwa kurwa kurwa instead of English.

I dunno about that. I mean if someone tells me that they banged my mom, I deserve to at least hear it in English.... Oh, and French of course.

As Janitsu said, toxicity is probably on every serv anyway, the only real difference between serv being average skills and your ping ^^
In my opinion there's no difference between EUW and EUNE, it's about Elo. I didn't notice it at first, but when I played on a Silver smurf account the difference became visible. Don't expect miracles though, I'm Diamond and there's still at least one toxic person in either team, every game.

EUW is a joke compared to the russian server.
Better experience can be achieved simply by muting 9 people every game or at least turning [all] chat off. People barely time objestives before diamond and in silver chat is definetly useless.

IP starts ramping after the 15 minute mark on Summoner's Rift and Howling Abyss, if I'm not mistaken. We've won a game in 4:43 minutes on Abyss (not even kidding, we started 5v4, then another on their team quit while the dc'd returned and it was 5 pokemonsters vs 5 melees) and we won no IP at the end :>

Every you win before the 25min mark will give you the most IP (76 IP for a win, 51 for a loss). This is because the formula Riot uses to get IP starts with a minimum amount. This minimum starts to build up after the 25min counter and after that you gain IP per minute bonus (2,3 IP/minute if you win, 1,4 IP/min if you lose) until the 55 minute mark which the IP doesn't increase anymore.
This 25min reward is based around the IP per minute, thus if you win at 20min, you get 5min worth of IP for free. If you have matches beyong the 55 minute mark, you wont get bonus IP anymore thus it is "economically" speaking best to end the game before 55 minutes.
All these numbers are based on summoners rift in PvP
