Yeah, but on top lane he can't get any farm aswell because he is outlaned very fast. Also his great counterjungling, jungle speed and jungle defense, aswell his transition would be wasted. To be an effective Mundo, you just need to stack HP.

Phage is already a nice combo that gives good HP. Still, you need some resists, but mainly, HP.

First off, mundo isn't bad at laning. Cleaver is annoying as all hell and can be used to farm at a distance. If you begin to get zoned all you have to do is zone back with the cleaver. Once you hit 6 good luck killing him.
Just because you have an amazing clear time doesn't make you king of the jungle. As many others have already explained in this thread, Mundo jungles at very low health. This isn't a major problem post level 6, but earlier it can be a problem. He isn't horrible at dueling, but you won't be stacking resistances first so if your behind you'll probably stay behind. Honestly he just doesn't bring much to the table unless hes farming 100% of the time. Mundo needs gold and the jungle doesn't provide enough to make him a menace.
When it comes down to it, Mundo jungle is nice when your playing normals. It falls behind in ranked play because he has no hard CC. He cannot create opportunities, like a jungle should.

If you do it right, he doesn't get that low in the jungle, basically you go wolves-golem-enemy jungle. With your
Cloth Armor + 5
Health Potion's you can invade the enemy very easy. And if you find the enemy, you will most likely kill him because of
Dr. Mundo's ridiculous damage earlygame.

That pretty much only works against enemy-blue junglers, and can be done with almost any champion.
And can backfire pretty heavily if your enemy is aware that he's playing against a mundo(i for one would not go to my red until:
wolves-blue-wraiths-wolves, then be ready to flash away, cuz i know of mundo's early game prowess as a dueler with double buff.
