If by the "latest nerf" you mean the one that happened in 2018, it was more of a rework.
Liandry's Torment is good on most mages as a mid-late game item against high health enemies like tanks and juggernauts. It's basically core on mages with high DPS like Brand, Rumble, Swain and Zyra. For champions without built-in slows, it pairs well with Rylai's Crystal Scepter.
Just keep in mind that it's not the item to build for burst damage. Oblivion Orb and Rabadon's Deathcap will do more for your burst, but Liandry's Torment will give you more damage over time. You can easily fit it into a regular mage build on someone like Syndra after your early core items if appropriate.
