I wouldn't say it's super reliable, but since lolnexus' champion stat data has been unavailable for a long time, lolskill is pretty nice for getting a sense of how experienced someone is on a champion. Usually I would just use it to see if the person has played the champion more than a couple times and how well they usually do, though you could also get this information from lolking's ranked stats.
It doesn't evaluate skill, it evaluates experience and performance. Also it should be noted that the skill numbers take into account your soloqueue ranking, so higher ranked players will have naturally higher skill ratings for their main champions.
