They depend on champion/skin sales, so any change should be evaluated by the business end of the company. And yes, from their viewpoint that change would be detrimental. Just how much is largely guesswork, since they don't give their numbers out. If they did, we could make a decent forecast on wether or not doing an all-champs-playabale ARAM would be good.
For us? Top notch. For them? Doubtful.

Plenty of people play ARAMs almost exclusively now because they find them more fun. There would be absolutely zero incentive for these people to purchase champions. Right now there is just as much incentive to purchase a new champion if you're playing just ARAM.
