Her passive is her only saving grace for early game. She has pretty terrible farming, she can be pushed out pretty easily. Fortunately, you only really need a Tri-force to get to her late-game. I wouldn't say she's viable, she'll lose to a lot of harass champions that don't deal their damage in large bursts.

Poppy is just ****ing ridiculous in mid/lategame. She's one of the most OP champions in the game at that point of time.
She's viable just because she can stomp late, no matter how ****ty her lane was. She can feed 3 kills, just as long as she gets some farm, then she rapes almost anyone.
I'd love to see a nerf to her lategame and a small buff to her early.
