It's not going to work because of the sheer expense of magic resist items. Magic Resistance is already one of the most costly stats and the items available are limited.

Frozen Heart which potentially would be really good items for him but actually gimp his damage on his ultimate.
Anyway, giving him magic resist ratio's would actually be a pretty substantial nerf imo unless they made the ratio's insane

I agree with moon. Plus he's supposed be a damned tank. Riot should reward him, within his role, for building like the niche tank he is. Some tweaks to make his job initiating would be nice too, but really, he shouldnt have to build like a mage to be relevant.

It helps in the jungle, but otherwise, yes. I would rather a passive which increases his armor and magic resistance by 15% or so. Would not be much, but increase the efficiency of his
Defensive Ball Curl. Would also give him tanky stats without it.

I'd give him more early game power than late game power if I was Riot. Since Rammus already is an amazing tank late game (3 sec taunt op).
