If they can't harass effectively, you have no reason not to get it.

AFK-farming leads to U leaving an honest chance to ur opponent on carrying the game as well as u can. Thus leaving u with a 50/50% win/loss ratio.
Aggressive lane-play on the other hand. Win thy lane, win thy game. (and no.. OOOMGAAWD i'm ahead 5 cs by the 20th minute is not effectively winning your lane...)
