Once I got used to smartcasting I started using it on every champion and I can't imagine going back.
What I found really helpful for learning smartcasting was Morgana, especially in bot games. Because you're spamming W for farm you get an excellent feel for landing spells. And if you can land Morg's Q you can probably land any skillshot. Just turn everything to smartcasting and chill mid with Morg, although I suppose Gragas or any other hero with AOE farm spells would work.

Viktor's Hextech Ray and Rumble's The Equalizer or atleast if you do smartcast it you won't be able to aim it. Never played either of them just what I've heard

Akali, nope. With a targeted dash I don't want to miss the champion by accidentally leaping onto a minion.that's true for any champion with a targeted spell, you could miss it. But for burst mages and assassins i don't understand why you wouldn't want to smartcast. Your goal is to get damage out as quickly as possible
