I don't really understand this argument.
How is it harder to hover over someone and press R, than to press R then hover over someone, and click?
I really don't see how it makes it harder to aim, it's essentially the exact same thing.
Also, yes, I meant what moon said.

Maybe if you don't understand the role.
I smartcast almost everything. There are some notable exceptions such as ultimates, Jarvan's E(I smartcast his Q though), Blitzcranks Q, Ashe volley, and gragas Q aswell as a few others. I think it comes down to how well you know the champions skills and whether you have the skill required to take that skill a little bit further.

JHOIJHOI IS THE BESTEST PERSON IN THE WHOLE WORLD AND THIS SIG IS AMAZING TY <3
I suppose I can explain my reasoning best by saying that I prefer playing a way that takes skill. Hovering your mouse over somebody and spamming all your skills hardly seems like skill to me.

Also, if you're worried about missing them, you can cast on their portrait :O
At least I'm pretty sure you can O.o
Don't quote me on that >.<
If it's a friendly skill, yes.
There's no portrait for enemies though.
