I think SotD is very interesting in the fact that it does magic damage and gives ArP. This can be used effectively IMO. They build Armor to stop you, this does magic damage and gives ArP. They build MR when they see you have this for some reason, it makes the armor they don't have even less useful.
But a rework would be nice.

Teemo has high AS and WW's ult procs it, so it is pretty good on them.

Okay instead of looking at it in this one scope that its an anti-jax item lets take a step back.
Like some items this item shines on a particular few champions, much like many other items.
The passive is nice, and the active is really what catches my eye. So with the click of a button I get 30 ArP for what 5-6 seconds? This is the part I would like to focus on, and early game this item is so powerful. So this isn't an anti-jax weapon, while it may seem like it, but acutally it is quite undervalued. So honestly imo it is not an akaward weapon.
