It shines on Xin Zhao and Twisted Fate and that's about it. With Xin, it gives you a TON of attack speed and a lot of armor penetration while Twisted Fate obviously benefits from AS and the proc synergizes with Stacked Deck, although you shouldn't be playing AD Fate anyway.
I'd like for them to rework the "every 4 hits" passive as it's really random, but the active is quite good. Personally I think Jax needs a rework as he's really hit-or-miss now. Played poorly, he can't do anything, but with a good start, he can literally 1v5 late-game with the amount of spell vamp/lifesteal/damage he can put out. If Jax gets reworked, they can remove the "prevents dodges" mechanic and add another stat onto it. The 60 AS and the price is good where it is, though.
