If you constantly play ranked games and sit in low elo, you are simply not good enough to climb higher. It all comes down to being a good player and carry the whole stuff on your back.
If you want to learn from good players, watch streams.
1600 ELO is far from high elo, it's mid elo.
High elo starts at ~1850.

Now this is just my guess, but what I think John (got it right this time) is getting at is all those people who think they belong in the 1500j bracket can see that they are not up to par?

That too. Those people ill be convinced that they're not good enough and still will learn some tricks.

Watching streams dont make you good. Playing makes you good. And if you play against a better person, they'll use the craziest techniques they know to rock your ***. At least you'll learn some nice tricks.

Your totally wrong lol. After Dreamhack, Gragas's popularity went up by 50% compared to other champions. No one played against a ton of really good Gragas's during dreamhack, and yet his popularity went up tons because of people watching Shushei. I learnt a ton watching RainMan's lanedyr yesterday, items, laning, etc. I even learnt that it's possible to lane against an Annie with lanedyr, which I never would have thought possible before.
Certainly watching streams isn't the only thing that makes you good, playing ability is there too. However watching streams gives you tons more info then playing against people. If I play against really good players, i'll probably just get super stomped within 20 min and i'll end up going, wow, fml, how was I supposed to win that? and quitting LoL for a month or something. Watching streams is a lot less painful and still affords you the same info you get in game.

1,100 ELO vs 1,600 ELO players.
How would this manage if your good enough to play with them ? Having a 1600 team means they generally are better players ( just based on math ). Now the 1,100 team ( just based on math ) will have 2 or 3 subpar players in general. THIS is where the issue lies. Because when I played vs 1600's as an 1300 elo player it feels like your in a constant losing battle just due to 2 subpar players, thats the difference in the elo brackets.
If you take 1100 players, and 1600 players, the 1600 players will win.
That isn't the issue.
The point is that you can learn from the higher level players.
