When I hit lvl 30 and thought I was good I played ranked and found out I sucked. Lol (1 and 11 record)
So I quit playing ranked and practiced way more. Then when I got good with about 6 different characters and by good I don't mean ok I mean can carry if I need to, and I was good with all different types from ad to support or tank than I played again.... Result being I'm 7 and 2 in my last 9 and the only time I lose is if my whole team is feeding or there's leavers.
So what you need to do in "Elo Hell" is practice and actually get good

pretty much, learn a champ in tier one and you're pretty much golden, tier 1 champs are tier 1 because they adapt the best to all the stupid **** that happens in solo queue
The only way to get out of ELO hell is to get good at 10 tier 1 champs (i say 10 because thats max amount of rune pages)
As many dif types of champs you can. Ap, Ad, TANK, ranged carry, melee carry, jungle, and support (prolly only 1 support [alistar])
And then do allot of reading, figure out how the meta works and what champs beat what champs and counter pick there champs. If your first or second pick and there isnt a clear counter pick then pick your best tank, if there is already a tank on your team (doubt it) then pick your next best champ.
Also beefy champs usually better in low elo ranked then assassin or squishy caster types.

This is mainly because when teamfights happen people just bunch up and spam buttons.

On-Topic: Elo Hell has been a topic of discussion in many threads and because people use it as an excuse and religiously believe in it, there has been this widespread misconception that if you are in a certain range you cannot get out by yourself. While it might be true that it is harder to get out of some ranges than it is others (600-1200 Jesus Christ), it is not improbable and most definetly not impossible. You just have to enter each game with the mentality that you're going to rape the enemy team and make them your *****es. If you think you should be out of your ELO then this should be your mentality anyways because you're supposedly playing vs. people who have less rating than what you should (in your head) have.
