His W is too predictable to be used as harass. It's worse than Xerath, and that's says A LOT. I find that if you want to harass with your W, you have to land E and bait em into it.

He's, more or less, a "I'll kill you in the confusion of a team fight" champion. If you're engaged on, though, you can easily toast someone if they don't have their CC up.
I can see him getting some slight damage nerfs in compensation for faster missle speed. He's suffering a bad case of the

I really don't like his Q, I have been maxing W in the games I played.
If you max W, it becomes pretty much a farming lane; It isn't very effective to poke, unless you're against melee champions. But once your jungler comes to gank, or if you can land his combo, it's a lot of damage.

That's the way to go.
I'm slowly starting to warm up to him. His kit, however, doesn't put him in mid imho. Unless you just want to farm safely. You can clear waves pretty fast if you prioritize W then E.

idk i havnt been able to hit a good Q but i only played two games in bots with some low level friends, the rest of his kit seems to work good other than the awkward delay on W
