He's been warned and chat restricted numerous times throughout the year, so that's not it. They've said that they're gonna review people who got gifts after they're done though, so he might have it removed soon.

Not being punished once at all, which can either be leavebuster or chat restrictions or tribunal I think. Low priority queue is a punishment afaik.
