Of the three you listed Brand probably fits the current meta best.
Noc is a good pick when you're really concerned about one champion, maybe an Ashe or a support or something. Wait for the fight to start and just fly onto that sucka.
Brand just blows everything up. Everything. I'd say he nukes harder than anything else in the game. Or at least- has the potential to.
Irelia is best built as a tanky initiator who can get in and make use of her passive and mix things up :)
