You get lvl 30 and then...

Then do what? Play ranked games and with 500 games played you start finding good players?

I'm getting kinda tired of this. I fight now to get IP so I can buy champions. But that's extremely difficult because getting lvl 30 is so easy that finding good players is almost impossible.

LoL should have more lvls. And when you get lvl x, you earn a reward, maybe RP or IP, a champion or some runes.
OK, anyone can play and get lvl 666 and that destroys the game. Here comes the great plan anti noobs and feeders and ragequitters and whatever: every 10 lvls, you have to do a test. Prove that you are good enough to play with better players.

I'm sure no one here wants to find lvl 30 players that plays like lvl 5 ones. What do you think about the test? Any ideas?

I think they should give IP rewards with every few levels without a level cap and after level 30 you stop gaining in-game benefits (better runes, more masteries). That'd be kinda cool.

it takes about 150 games to get to level 30 assuming no exp boosts. Sadly, that's not enough for people to get good at the game, but it is enough to know whether someone has reached their individual skill cap and will need mentoring to get any better.
Max level should probably be 50 though, you get IP every level after 30 to help you build rune sets. Maybe an extra rune page at 35, 40, 45, and 50. Keep the incentives to level up. Would change the meta up quite a bit though.

Play 300 More games after lvl 30, then you might be ready for Rankeds.

I remember my first ranked games. Going 6-1 with everyone else on my team having the inverse of my score. OH THE HORROR!

dude that's exactly what happened to me, I was like "oh I'll play akali just like I always do"
Going 20/10 and we still lose, this happened twice. I couldn't carry the game hard enough.

everyone has bad days/games
you cant judge someone on 1 game.

not to mention, if they are feeding or playing bad.
you don't have to tell them they suck. they already know they are doing terrible. instead of saying omfg noob you lost the game for us, give him some constructive criticism, help him. he already knows he was playing like ****.

20 more levels on an experience curve the way it is now? getting to level 50 would take like 450-500 wins. People who play 150 wins and people who play 450 wins play differently (or they don't and they're just bad). Sure, you'd still see a lot of bad of people at level 50, but it would be significantly less. My point is that more levels means smarter players get grouped with smarter players, and when that happens, new meta comes out. It's not the same, I know, but it would make a difference.
