Morgana is a strong support, but so is Annie. In fact, Morgana only has one root ( a damn good root though) that has a slow travel time, Annie's stuns are instant and targettable, and if it's not it's an AoE.
Not to mention the hilarious burst damage. How is Annie unviable because that one guy you knew did bad on that one game?
Annie is still amazing as an aggressive support.

Champions have gone in and out of phases - that's what happens in a game that's inherently imbalanced. It's not a marketing plan, there's just no frigging way that Riot will ever be able to balance champions so that every single champion will be viable at the same time.
What do you suggest? Think about it for a second and you'll realise there's NOTHING you can do. People will always want the best chance of winning and that's by picking the champions with the best potential to carry.

Rengar is perfectly viable... I'd say the problem is more as Luizdeh says - you don't know your champion well enough and you are unfamiliar with matchups.
Lee Sin is picked more because he's probably the most reliable champion in the game, not because he's broken. His win rates aren't actually high by any means. And prior to the patch that just happened, I feel there weren't enough bans to cover all the broken-*** picks out there. There was plenty of variety to choose from if you only wanted to pick something.

Annie support, she just received some changes in the patch just now. Her changes nerf her base damage, but buff her scaling, meaning she is now more favoured for going back into midlane rather than support, which is what I think Cooper meant.

It's true that you can be good with any champion, but that's not the point. I've seen AD jungle Soraka carry a game, you could win a game with anything if you're so much better than your opponents. The thing is, this is a competitive game and people want to improve their chances of winning, effectively becoming victorious before the game is even started. Why would anyone spend weeks mastering a champion when they can just pick a FotM and win easily even if their mechanics are lacking a bit?

It would be impossible to make every champion in the game equal. Which it seems like what you're asking for. With nearly 120 champs balancing each one perfectly would be impossible. Of course there is going to be OP champs at any given time, just like some champs will be weak.
The trick to climbing is to keep current on the meta. As champions get nerfed or buffed, new champions become viable. Nautlius was OP for a large portion of season 3. He could easily make a comeback. Isolate the OP champions from each patch and spam them mercilessly and you'll climb. Boohoo X isn't viable why is Y so OP. Maybe play Y and get some sweet sweet ELO.

Balancing perfectly isn't going to happen but should be the goal; a goal Riot won't achieve unless they stop this 'nerf policy'. Nerfing one champion is essentially the same as buffing all others so the consequences are realy hard to foresee. Currently the bans are there to filter out the OP stuff rather than being based on what composition a team is playing which is just plain wrong.
Also, not everyone cares as much about their rating, or Elo (notice that the entire word shouldn't be capitalised as it is a name and not an abbreviation), as you do. Some people just want to play the characters and champions they enjoy because of their kit, character and/or role.
