Oh dude... You vote him up?... Not only is the build and guide bad, but he's also a guy who has been breaking rules earlier (spamming and some other stuff I think) and I wouldn't be surprised if he actually is using loads of new accounts..

I'm not saying you are wrong, Matt, as you may indeed be correct.
However, there is a lot of "abstract" evidence that this is foul play, and it wouldn't hurt to check...

I checked the accounts of all the voters on that build. They are not sharing same IPs or anything similar. Maybe they are all friends, but there's no way to prove that and even if they are, I'm sure your friends have voted on your guides, is that cheating?
If the build sucks, people will vote as such and it will eventually drop.

I think the build is not half bad, however, seeing the time and effort put into it, for it to rise in score that quickly, for all the upvotes to be quick, concise "good builds", and for 3 or 4 of the voters to join today and only vote on that build...
