It's because of the way guides are rated. It's not a standard fraction. It's calculated using the Bayesian Average.
I don't know how it works, nor do I care to. You can read about it here if you so wish.

from what ive noticed, guides dont increase by percent very easily later, so yea. not really bothered by the equation too. looks too complicated for me :/.
Thank you jhoijhoi, Keondre, LaCorpse, The_Nameless_Bard, Arcana3, Apfeljack, Hogopogo, eddie199, Xiaowiriamu, and JEFFY40HANDS for the spectacular sigs!

The formula weighs your final score towards a common site average to give a fair ranking based on the number of total votes you have. Ex. 9/10 votes will not give your guide 90%. The less votes you have, the more your score is weighted. As such, certain combinations of plus and minus votes can result in no change, or an unexpected change in final score percentage.
I will double check regardless but, this is the most likely reason.

So if the deal with the equation is that it takes EVERYTHING RELATED then wouldn't at some point in time be impossible to get over a certain percent then? If this formula takes account of all of the votes, then a guide theoretically couldn't actually get an increase in precent. I think thats actually happening to me >.> Matt, can you explain what this equation is doing overall? Cause I think my theory is right then. A guide at a certain point in time, would not get an increase in guide % if all other guides have this (x) factor.
Formulas like this are used on pretty much any site that ranks content by popularity, such as Reddit, Digg, IMDB, etc... We didn't come up with it.
Technically you can never reach 100%, even with all +votes forever, you will approach but never reach 100%.
The purpose of the scores are not to give you a school grade, they are to rank guides against each other in a fair way as best we can given a limited amount of information. Without this formula, a new guide with one +vote would become the top guide on the entire site. A new guide with one -vote would be the worst guide on the entire site. Is that accurate? What about a guide with 2 +votes and 1 -vote. There is so little information that we can't accurately give a score to that guide. The formula gives a "cautious" score to that guide to keep it from dropping or climbing too fast as we gather more information.
It's not perfect, there are flaws, but it's certainly better than any past system we've had.
Basically, just worry about your rank, not the actual number assigned to your guide. Whether it makes an obvious change or not, every vote helps your score to become more accurate.

Well My guide dropped to 75% from 77% from one downvote. But wouldn't increase from an upvote? So why doesn't it work the same way? That doesn't make sense... Now my guide WAS going to be 3rd, but now im still stuck at 4th >.>
