And of course, there is the minor, and i do mean minor problem, of what happens when someone goes up in tiers. Are they still allowed to edit their old posts in the place they just left or is it just concreted there?

I'd imagine you can comment in forums of tiers equal to or below your current ranking. So Diamond can talk in Bronze forums but not vice-versa.

I feel like a pm group works decently for what you want (bitpik and throatslasher).

Currently there would be no way to do this (I think). Forum privileges work based on rank not anything else. It might be possible but then I would be concerned about it clogging up the forums since they're not collapsable or anything. Even if we put it at the bottom I would be concerned about the amount of traffic they get and of course the elitist feel.

I will bring this up with the other admins though.
