I think I kind of like it, although the 3-5 threads per day seems extremely high, it should probably only be 1.
Then again for the casual user that just wants to post and vote on a build they have opinions on, it'll only encourage spamming. Also, this would force EVERYONE that wanted to vote or post on a build to become somewhat involved in the community.
I feel it'd just drive away the casual users.

I admit, it's a nice system but, I think it needs some tweaking. I'm not sure where though,

We've had suggestions like this many times before. Why do you have to comment to vote? Your opinion is just as valid whether you comment or not. We need more votes not less, this system will result in less votes and more spam. The "trolls" will take the effort to get points and spam, the genuine users will get annoyed and walk away. The system is complicated enough already, if we start layering on more and more complexity it'll just drive people away.
It sounds good on paper but I just don't think it would work well in practice. You can't force people to get involved in the community (at least not in a positive way). The best you can do is make it easy and fun for them to do so and hope they take it from there.
+Rep is fun. Restricting activities based on +Rep is not fun :(

I kinda like this idea. But it's important that it's not a big inconvenience for the new users. Making a guide cost should probably be reduced. 3points perhaps?

What this system would do is not only discourage smurfing, troll voting, and spamming, but encourage users to be more active on the forums, and be more constructive on the responses. I know I am not the greatest example, but this is just an possibility. What do you think?
Edit: Also, I found lots, and I mean LOTS of troll guides that gets upvoted by trolls.
