What's funny is it gives 0.45 armor. No other runes give that bonus. If it was the same as armor blues or some sort of weird arpen blue I could understand. This just seems so random.

It was flagged in the database as not being useable and the builder and Rune tool both respected that flag but the database browse page did not. Fixed :)
