When you get Garen filled with items just to make him harder to kill, what contribution could he make to a team? He can't push lanes very well if needed (spin works better with AD), he won't do much damage in the teamfight*, apart from that he can silence 1 enemy that's it. Yes, he can initiate teamfights, but enemy will just not target him when easier kills around. So you walk around silencing one guy for few secs and spinning, practically begging enemies to target you, but they only do after rest of your team dies or runs off to heal.
*As pointed out be4 by someone your ult can take that final hit to a weakened enemy, but that can turn in KS(KS is an ugly word to use, but let's just say there are other ppl in team who should get kills instead of tank if possible)... actually it could be useful if team can't make that last punch themselves to damaged enemy, but that is rarely the case.
I think there are some Garen tank builds, but the spin-to-win guide says none of the high elo players play tank Garen, and with reason. Offtank Garen is viable if you need it, pure dps Garen works very good imo. So if you want to play Garen, it would probably be best to go for one of those. If you wanna go tank, probably best to choose a different champion. There are many good tanks. Alistar is free, so could try him, also try out f2p tanks. See if you like being tank.
