It's because of the way that games are constructed. Games are generally constructed around core mechanics, mechanics that are so central to the game that they can't be sacrificed. Eye candy (graphical fidelity) however can be sacrificed, because it isn't important to the core game.
Graphical fidelity is a much easier thing to scale up and down.

The above statement, because even with my rig I can run late last-gen games with graphics scaled down to low and medium at a steady 30 fps. And, early next-gen games with the graphics scaled down to low and very low at a pretty steady 30 fps. My PC was super overkill for it's time. lol

It's still a dumb idea to go for a lackluster GPU however. Don't be silly.

I don't think it is, the GPU just isn't that important to the overall build and as long as the game runs that's good enough. Then again, I recommend you buy your parts over the time period of 2-3 months so you can beef the GPU from a GTX 750 to a GTX 770. Which is better than a AMD 290 in overall performance, quality and life span. Keep in mind, my computer is around 7-8 years old. If I had an AMD build, I would have to tinker on it daily to keep it going. Not trying to start this war again, just making a point because my friend that has an AMD build as long as I've had my PC has to tinker on his PC daily to keep it from exploding.

The average minimum level GPU is a GTX 460, you'll be sitting pretty comfy on a GTX 750. But, hey? What do I know? My PC is just 7-years old and probably better than anything you can think of.

Sorry my average build doesn't give a lot of bang for your buck in the short term, but will in the long run. Because, unless you feel like spending a lot of money over time, or just wasting a lot of unneeded time. The long run is the only thing that matters. If you don't wanna spend 2-3 months buying your PC part-by-part, then you're doing it wrong. Because, buying a PC is a heavy investment and it has to be done right.
