I'm not sure if 30 points in the flat AD or the flat AP mastery would be better for 
Blitzcrank...he has 100% AP, 30-62% AD (DPS), 100% AD, and 100% AP scaling.
If you want to take turrets, AD I suppose. If you want Lv1 kills, AP.

15 in blade weaving, 15 into spell weaving... or just all 30 into havoc for Riven. :I
I'd rather go 30 in Martial Mastery on Riven. 150 free AD beats +90% damage until you've built at least a BF sword and gotten several levels. You can have your +30-ish damage per Q at level 1; I've got +105. And also better total AD for her passive and just damn near twice your damage on autos in general.
Yeah. I'm really not joking when I say that Martial Mastery is seriously the single best option, hands down. It's straight up better than anything else at low levels in basically every situation. Over 200 AD at level 1 is OP as ****.
