i think he's saying because they both give armor penetration. I honestly don't see a reason to have both though, the armor penetration from last whisper is high enough. I feel like last whisper is somewhat mediocre though, it's damage stat is pretty low and the damage from the armor penetration feels a little paltry compared to the damage from let's say, an IE or a Black Cleaver. Brutalizer's good to have if you're going for yomuu's though

Not good synergy, the arpen from brutalizer reduces the arpen from last whisper, example:
opponent has 100 armor and you have:
last whisper, you penetrate 40 armor w/ last whisper
last whisper + brutalizer, you penetrate 15 armor with brutalizer and .4(85)=34 armor penetrated by last whisper, so the flat armor penetration you have will reduce the effect of % penetration
Therefore you should either build around having lots of flat armorpen, or having little/no flat armorpen and a last whisper

It's a good idea to get an early Brutalizer and then SELL it when you buy LW. It's never a good idea to have both.
