Shen ? Alistar ? (obviously if built tank)
Shen's damage is fine. It's quite sustained.
Vorpal Blade is spammable, and Ki Strike deals effective 200+ extra damage every few seconds in team fights.
Alistar does plenty with his combo and when he ults, he gets more damage.
(Though I hear he's getting a passive rework that does AoE damage)
