Does Q do 50 true damage + 50%AD attack damage? Or is that true damage as well? If 50 is the max true damage, I think it should add 100% of attack damage, or it wouldn't be very useful. If the 50%AD is also true damage, then just leave it.
I think that Dashing Strike (E) should scale with Ability Power rather than Attack Damage. Since it's mainly a gap-closer, I think that the utility and base damage should be enough without adding your AD. That way, any AP you get won't go to waste.

The Q is meant to do max 50 True Dmg. +50% of Akira's AD. Considering Biting Blade can be every 3rd attack the potential of this champs burst damage becomes quite considerable even in prolonged fights against a melee champ he'd be at a great advantage.
Say with 200 AD you go up against a champ like Tryndamere who is about to hit you for ~1200 Damage Late game, procs off your Biting Blade. 1/4 of that is 300+200 (from Biting Blade's passive)=500 500+Qs Damage becomes 650. 650 Damage coupled with Auto swings and the potential of Akira's ultimate is pretty intimidating. If you're swinging at 2.0AS with Akira's W active you swing 18 times in 9 seconds 18/3=6 procs of Biting Blade. 6 blocks of an auto swing and then an immideate counter attack. It's the potential that I'm weighing here though it is surely something to look into.
As for Dash Strike coming off AP, because this champ does not have the meditate that Master Yi does giving him 1 ability scaling of AP would not make sense (or does not) make sense to me. So leaving it as AD can work for now, but it too is something that can be subject to change.

Okay, I'm still a bit confused on the Q. Does he deal 50 true damage +50% of his AD as regular damage, IN ADDITION to his normal attack? So if he has 100 AD, that would be 50 true damage and 150 regular damage?
I wasn't thinking Yi when I suggested an AP scaling on Dash Strike. Think Nocturne's
Unspeakable Horror. It scales off of AP because it's used for its utility. It's generally lame to have 0 AP scaling on a champion (Urgot does no magic damage, but at least his shield scales with AP), so some extra AP from Trinity Force for example would actually serve a purpose. If all the abilities scale off AD, it can also cause a balancing issue. Making Dash Strike magic damage scaling off of AP (can be 1:1 ratio if you like) makes him a more balanced champion.
This champion would be an epic dueler. I wonder if he could beat Warwick ^^

Akira made his way to a mountain pass far and away from all of his misdeads. There he began to train as he had never done before. Pushing himself to his own limits and beyond, there in his seclusion Akira found his path to attonment. With that path he hoped to surpass Yi and defeat those he had once aided out of spite for Yi. His atonement would be in the League.
Appearance:
Classic Skin-A disheveled drunken Ronin, long white hair (unkempt), torn hakama, wearing a tattered straw hat. Wielding a traditional katana (perhaps 6 or 7 feet long rather than the 5 feet) with partner blade. A drinking gourd tied to his hip. Color scheme Preferably black and gold.
Master Akira-White hair in a top-knot or pony-tail. Full hakama well kempt traditional samurai style garb (when not on a battlefield). No gourd or hat, color scheme potentially black and gold or green and yellow.
Battlegarb Akira- Full samurai armor with Kabuto. Hair flowing out from underneath the Kabuto. Red and black color scheme. Kabuto has long stag like horns.
Abilities-
Biting Blade (Passive): Akira's intense training of Wuchu style has granted him the ability to block an enemy attack but strike at the same time. Every 7th attack Akira will block his opponent's next attack and then strike them dealing 25% of their damage that would have been dealt+his own attack's damage.
Draw Cut (Q): Akira sheathes his blade in preperation of his next attack. When Akira strikes he deals 10/20/30/40/50 True Damage+50% of his AD.
Wuchu Style (W): Passive-Akira gains 10/15/20/25/30% Attack Speed. Active-Akira's gains his passive (Biting Blade) every 3rd attack for 9 seconds. Akira does NOT lose his passive attack speed while Wuchu style is active.
Dashing Strike (E): Akira dashes towards target location dealing 60/80/100/120/140+(100% AP) as magic damage to the last target struck (Think Zenith Blade for Leona, great gap closer skill shot)
Atari (R): Akira sheathes then draws his blade several times dealing 100/125/150+(75% AD) in a frontal cone to all enemies within range per swing.
Work+Bored=RANDOM CHAMPION CREATION MUWHAHAHAHAHAHAHHAHAHA
