Blues: Flat CDR (I also have both AP/lvl and Flat AP for here as well... but standard is CDR)
Quints are where I got a little different. I personally have gotten to where I run 2-3 move speed Quints. I have AP quints and HP quints as well that I have used. But recently I have just fell in love with move speed. Has saved me many times.

MP5 (or per lvl) seals because they give stats worth about TWICE as much as the AP or AP/lvl runes.

That's why they're standard on caster builds..
Most casters are mana hungry enough to warrant MP5 seals. I've yet to play a caster who isn't.
And no, having blue buff should never be a necessity.
