He seems like he can be built a hybrid cause his passive, q, and ultimate seem to scale with ap. While his w and e skills scale with AD. But late game that shield seems ridiculous it can absorb around 700+ damage with about 500 ap. Also are his auto attacks going to be range (breath fire) or melee (scratches, bites, and tail lashes)? I'm guessing he is going to be like morde, and rumble.

I just through a kit together. I havent determined ratios. But I wanted him to be an off-tanky mage with the potential to be hybrid. I'll fix his passive, I'll decrease the base ratio to ~20-25 or even less. I wanted him to have a durable role through out a game. Dragons aren't *****s last I checked XD.
And yes, he is meant to be a bit of a bruiser, capable of melee or ranged harass with his abilities. And his auto attack would most likely be melee ranged. With his kit keeping him ranged would basically give him all reward with no risk. Making him melee gives a certain balance.

The skillset is nice, he's a nice champion, not the most unique.
But his passive, Q and R have some unique element to it, and he seems fun.

Dragon Scales (Passive)- Dusk is covered in scales which protect him. These scales provide(30xLevel)+33% of AP as a damage shield. The shield regenerates every 10 seconds out of combat.
Noxious Spit/Ignition (Q1)- Dusk sprays an area in front of him with noxious spit which slows enemies caught in it's area of effect. The spit slows targets by 25/30/35/40/45% after exiting the spit targets remained slowed for 2 seconds and are considered "flammable" for ~8 seconds. (Q2) After using Noxious Spit Dusk has 10 seconds to activate Ignition. Ignition- Dusk fires a ball of flame at target location dealing AoE damage. If an enemy champion is caught in the blast and are "flammable" they take an additional X amount of damage every second for ~3-5 seconds.
Terrifying Fang (W)- Dusk attacks target champion biting them. The bite wounds the target for 5 seconds, during those 5 seconds the target takes Xamount of increased damage from all of Dusk's attacks.
Siesmic Slam (E)- Dusk slams his tail into the ground dealing AoE damage and stunning all nearby enemies for a short duration.
Shadow's Flame (R)- Dusk channels for 1.5 seconds and then unleashes a large stram of shadowy flame in a frontal cone dealing damage. Procs the "flammable" effect for X amount of bonus damage (higher than the Noxious Spit+Ignition combo)
Once again I'm **** with numbers, but I think the concept of the abilities are solid. Thoughts?
