Hmm in not sure, maybe AP Quints instead of Magic pen, idk Gragas ratios, but to make it easy try to look like that at it: are the 15 AP more dmg or the 6(5,94% to be exact, since u shred 5,94 Mres he has 5,94% less effective health so you basicly deal 5,94% more dmg then you would do without that runes)% dmg from the mpen more dmg for your skills?

Since you would most likely get void staff anyways, his 90% ap ratio on barrel, 100% on Ulti, and 50% on Body Slam would make me say 15 ap the whole way.

You can only calculate 1 resist pen as 1% increased damage if you are shredding ALL of the enemy's resistance.
Otherwise it is worth less.
i.e. someone has 201 armor, you have 1 armor pen, you will deal .33% more damage, not 1% more.
But yes, if you have 50 armor pen, and the enemy has 50 armor, you deal 50% increased damage.
