no need for exhaust, double E provides a nice AoE slow AND attack speed reduction, just no damage reduction
I agree, since I jungle with him I prefer either ignite and smite, or fortify and smite, you'd be surprised how often fortify can come in handy, plus it speeds up his jungling quite a bit.
